Toronto (the largest city in Ontario) is the world’s most tax competitive major city for business (KPMG Focus on Tax, 2016). Many of the incentives and tax credit programs offered are for film, television and digital media.

Permits

Planning your film shoot
There are a series of guidelines for filming in Toronto, including the hours and days filming can take place, appropriate parking considerations, notification of impacted businesses and residents, and more.

Seasoned producers, directors, production designers, and location managers together with award-winning animators, visual/special effects professionals, game developers and a large multicultural pool of actors, are supported by many unions, guilds, associations and government supports.

Tax Credits
Tax incentives include stackable, as well as domestic and treaty co-production tax credits.
Various tax credits can be combined offering savings of up to 45% on qualified labour costs and up to 35.2% on total production costs.
There is no individual cap on the eligible credit per production or on the number of productions that can access the credits.
Credits are permanent and fully refundable.

FilmOntario
Founded in 2003, FilmOntario is a not-for-profit non-partisan industry consortium with members from all parts of the province’s screen-based industry, including unions, guilds, producers, studios, equipment suppliers, and financial and legal services companies. FilmOntario advocates on behalf of the industry to all levels of government and promote Ontario as a leading production jurisdiction.

Director’s Guild of Canada (District Council Ontario)
The Directors Guild of Canada in Ontario is a provincial labour organization representing over 3,500 key creative and operational specialists. DGC Ontario negotiates and administers the DGC/CMPA Standard Agreement for Ontario and advocates extensively on issues of concern for Members.

The Canadian Audio-Visual Certification Office
The Canadian Audio-Visual Certification Office (CAVCO) co-administers two federal tax credit programs with the Canada Revenue Agency: the Canadian Film or Video Production Tax Credit program and the Film or Video Production Services Tax Credit program. CAVCO is also responsible for the administration of the CAVCO Personnel Number (also referred to as CAVCO ID).
